The project is essentially a transshipment port that aims to tap into the international import-export flows of sand as well as the global sand black-market. Unlike traditional banking storage facilities, the vault where sand is stored, is the lagoon itself; it takes advantage of the particular geology of the atoll formation and the material proprieties of sand. 

 

The master-plan is designed with materials that have “a life of their own”, so the bank is managed using dynamic phenomena of water, sand, salt, monsoons and waves but also money, land, trade, politics and material exploitation.
