The low lying coral islands are among the most known physical qualities of the Maldives; its close relationship with the ocean makes it both unique and fragile, vulnerable and precious. When the Tsunami of 2004 hit, there was no high ground to offer protection. 82 people died with over 11,000 homeless. It took over 5 years to recover.  When another tsunami strikes, the vulnerable will be subject to disease, lack of shelter and lack of medical attention. 

 

The Ocean Refuge consolidates evacuees and harbours the unprepared, to evade danger and bounce back with resilience, in the face of natural adversity.
